Georges CORM est Libanais, né en 1940 à Alexandrie (Egypte). Il a étudié à Paris et il est diplômé de l’Institut d’Etudes politiques (section Economie et finances publiques). Il a obtenu son doctorat d’Etat en droit de l’Université de Paris - Sorbonne en 1969 avec les félicitations du jury et la recommandation de publication de sa thèse. Le sujet de la thèse a porté sur les effets du pluralisme religieux sur les systèmes de pouvoir. Elle a été publiée en français et arabe, ainsi qu’en serbo- croate par le Conseil scientifique yougoslave. 

Carrière professionnelle : Il a débuté en 1963 sa carrière dans le secteur public au Liban comme économiste au Ministère du Plan, puis comme expert en questions monétaires et financières au Ministère des Finances (Département du contrôle de la Banque centrale et de la coordination). En 1969 et jusqu’en 1985, il a continué sa carrière dans les secteurs bancaires du Liban, de la France et de l’Algérie. De 1985 à 1998 il a été basé à Paris en tant que consultant économique et financier indépendant ayant des clients tels que la Banque mondiale, la Commission économique des Nations Unies pour l’Asie occidentale (ESCWA), l’Union européenne, la FAO et l’Agence française de développement. Il a effectué de nombreuses missions dans une quinzaine de pays pour le compte de ces institutions, portant sur les politiques d’ajustement structurel, l’amélioration de la gestion budgétaire, l’évaluation des programmes d’aide pour le compte de l’Union européenne et d’autres institutions d’aide au développement, les réformes du secteur public et celle des secteurs bancaires.

Il a été nommé ministre des Finances de la République libanaise en décembre 1998 poste qu’il a occupé jusqu’en octobre 2000. En cette capacité, il a initié un plan de cinq ans de stabilisation fiscale, préparé de concert avec le ministre de l’économie, et il a effectué tous les préparatifs techniques relatifs à l’introduction de la TVA au Liban (rédaction du projet de loi, règlements d’application, formation des fonctionnaires chargés de l’application). 

A la fin de ses fonctions ministérielles, il a repris à partir de Beyrouth ses activités de consultant économique et d’enseignement universitaire. Depuis 2018 il a mis fin à ses activités de consultant pour se consacrer à l’écriture et à l’enseignement universitaire.

Il est l’auteur de nombreux ouvrages en arabe et en français, traduits en plusieurs langues (italien, espagnol, catalan, roumain, bulgare, portugais, turc, polonais, allemand, serbo-croate), ainsi que de contributions à des ouvrages collectifs ou des revues portant notamment sur les économies méditerranéennes et arabes. 

Il a reçu divers prix pour son œuvre, notamment le prix Liber Press (Espagne 2008) et en 2018 son dernier ouvrage, La Nouvelle Question d’Orient a reçu le “Prix de l’Essai” accordé par l’Académie française.

Georges CORM is Lebanese, born in Alexandria (Egypt) in 1940. He studied in Paris and graduated in 1961 from the Institut d’Etudes Politiques (Major in Economics and Public Finance) and from the Faculté de Droit et de Sciences Economiques where he successively obtained the Licence en Droit (1962), the Diplôme d’Etudes Supérieures (1966) and the Doctorat d’Etat (Ph.d.) in Constitutional Law with the highest honors (1969). His PhD thesis on religious pluralism through history and its influence on political systems was published in three languages (French, Arabic and Serbo-Croatian).

Professional Career: G. Corm began his career with the Lebanese Civil Service in 1963. He served first as Economist with the Ministry of Planning, then as Monetary and Financial Expert with the Ministry of Finance (Department of Central Bank Control and Coordination). In 1969, he continued his professional career in the banking sector in Lebanon, France, and Algeria until 1985. From 1985 to 1998, Georges Corm was based in Paris as an independent Economic and Financial Consultant for international institutions like the World Bank, ESCWA, FAO, AFD, the European Commission and Arab and Lebanese institutions, as well as for private companies and banks. He has worked for these institutions in more than 15 countries. He specialized in structural adjustment policies, budget management, evaluation of aid programs by the EU and other national aid institutions, public sector reforms, banking reforms.

From December 1998 to October 2000, Georges Corm served as Minister of Finance of the Lebanese Republic. In this capacity, he designed and began to implement a Five Year fiscal stabilization Plan (1999-2004), prepared the Privatization law adopted in spring 2000, paid all State arrears to the private sector and prepared the introduction of VAT (draft law, implementation regulations and training). 

In 2001, Georges Corm reopened his Consultancy Office in Beirut and at the same time went back to university teaching in Lebanon. Since 2018, he retired from the field of economic consultation devoting his time to writing and university teaching.

He is the author of several books in French, Arabic, and English on economic topics and the history of the Middle East. His books are translated in several languages, mainly Arabic, German, Turkish, Spanish, Italian, Romanian, Bulgarian, Russian.

He has published research studies on Arab and Mediterranean economies in various academic journals and contributions to academic books.

He has received a number of awards among them the award of “Liber Press” – Spain in 2008, and in 2018 the “Prix de l’Essai” from the Académie Française for his book La Nouvelle Question d’Orient.

جورج قرم حاصل من جامعة باريس على شهادة دكتوراه دولة في القانون الدستوري بتفوّق وتهنئة اللجنة الفاحصة وتوصية بنشر الأطروحة (1969) وموضوعها " تعدد الأديان وأنظمة الحكم". نشرت في باريس وبيروت وساراييفو باللغات الفرنسية والعربية والسربوكرواتية. كما حصل على دبلوم الدراسات العليا في القانون الدستوري (1966) وإجازة في القانون المدني والتجاري (1962) وجائزة في الاقتصاد السياسي (1961). وهو خريّج معهد العلوم السياسية (الفرع الاقتصادي) تخصص "المالية العامة واقتصاد القطاع العام" (1961).

بدأ حياته المهنية عام 1963 كخبير اقتصادي في وزارة التصميم العام ثم في وزارة المالية في لبنان، وانتقل في عام 1970 الى العمل المصرفي في كل من باريس وبيروت ومن ثم الجزائر وبعد ذلك مستشاراً لحاكم مصرف لبنان، وقد انتقل الى العمل الاستشاري الحر في باريس ابتداءً من عام 1982 لهيئات دولية اقتصادية ومصارف مركزية عربية. تم تعيينه وزيرا للمالية (1998 ـ 2000) في حكومة الـ د. سليم الحص، وبهذه الصفة اعتمد برنامجاً للإصلاح المالي لخمس سنوات، وقام بدفع متأخرات الدولة للقطاع الخاص، ونجح في تخفيض مستوى الفوائد واعادة التوازن الى ميزان المدفوعات وقام كذلك بوضع قانون الضريبة على القيمة المضافة وتهيئة الدوائر الضريبية في تطبيقها. وعاد بعد ذلك في بداية عام 2001 الى التعليم الجامعي في بيروت والعمل الاستشاري مع منظمات مختلفة تابعة للأمم المتحدة ومؤسسات من القطاع العام والخاص. ومنذ عام 2018 تفرغ للكتابة والتعليم الجامعي. 

له مؤلفات عديدة باللغة العربية والفرنسية، البعض منها ترجم الى لغات عديدة. حصل على العديد من الجوائز منها: جائزة Liber Press  - اسبانيا (2008) وجائزة "سلطان بن علي العويس الثقافية" في دورتها الخامسة عشرة (2016-2017) عن حقل الدراسات الإنسانية. كما حاز من الأكاديمية الفرنسية على جائزة  Prix de l’Essai عن كتابه الصادر عام  2018 باللغة الفرنسية La Nouvelle Question d’Orient .
